A European Citizens' Initiative – What is it?
A European Citizens' Initiative is a request submitted to the European Commission to propose a legal act in areas where the EU has competence. A citizens' initiative must be supported by at least one million EU citizens from at least 7 of the 27 Member States. A minimum number of supporters is required in each of these 7 member states.
The rules and procedures of the European Citizens' Initiative are set out in an EU regulation adopted by the European Parliament and the Council of the European Union in February 2011.
What can be the subject of a citizens' initiative?
A citizens' initiative is possible in any area where the Commission has the power to propose legislation – such as environment, agriculture, transport or public health.
