EU Twinning Projects

The Federal Office of Administration is successfully involved in EU Twinning projects. Since 2004, it has supported partner authorities in future EU member states in bringing national legislation into line with EU standards and in preparing public administration bodies for imminent EU accession.

In this context, it is particularly important to assist the countries in institution building and regulatory issues. On behalf of the Federal Ministry of the Interior, the BVA applies for Twinning projects in the field of general administration and since 2015 has been responsible in particular for the implementation of projects to prevent corruption. In addition, projects relating to administrative organization and modernization as well as public service issues (personnel administration, data protection and citizen participation) are within the competence of the BVA.

Since 2002, the Twinning concept has also been used in countries with any prospects of EU accession and has thus evolved into a generally recognized institution-building instrument.

Twinning projects successfully supported by the BVA include those in Albania, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Poland and Romania.
